Welcome to PRESM 2023. On behalf of all the committee members of PRESM 2023 and Korean Society for Precision Engineering(KSPE), we would like to thank all guest speakers, co-organizers and governmental supporters for PRESM 2023 which will be held from July 16 to July 21, 2023 in Okinawa, Japan. Since 2011, PRESM has been dedicated to the development of precision engineering and sustainable manufacturing for the benefit of the global society. However, in the past three years, we have had to face to the unprecedented challenges of COVID-19. At this moment, we must prepare for the 'new normal' in all environments including precision engineering. The more the environment changes, the more important the exchange and development of science and technology becomes. To this end, PRESM 2023 has decided to be held in Okinawa, Japan with international cooperations 4 years after PRESM 2019, Danang, Vietnam. In these days, the importance of "Smart & Green" is increasing in all fields including precision engineering. PRESM 2023, based on the unique field of precision engineering, will ride the flow of the 4th industrial revolution and create a plaza that approaches the future value of Smart & Green. In particular, from PRESM 2021, the program has been significantly improved to increase audience concentration and to provide high-quality presentations, and in PRESM 2023, more advanced programs are planned. Although it is still difficult for researchers from all over the world to freely meet and have active and in-depth academic exchanges as before, I sincerely hope that PRESM 2023, which is preparing to hold the face-to-face meeting, will be a fruitful academic conference for all participants. We will do our best for PRESM 2023 in the given environment. Finally, I would like to express my gratitude to the all guest speakers who will give distinguished presentations despite their busy schedules. With your participation, we are confident that PRESM 2023 will be enjoyable and meaningful to everyone.
